Australia and Japan have formalized a comprehensive critical minerals partnership covering lithium, rare earths, and battery metals, building on decades of strategic investment by JOGMEC and Japanese trading houses. The agreement takes on new urgency following China's January 2026 ban on rare earth exports to Japan, which has accelerated both countries' efforts to build supply chains outside Chinese control.
A Partnership Decades in the Making
The Australia-Japan critical minerals relationship is not new. It traces back to the aftermath of China's 2010 rare earth export embargo against Japan, which triggered a strategic reckoning in Tokyo about the fragility of supply chains for the materials that underpin Japanese manufacturing. The Japan Organization for Metals and Energy Security (JOGMEC), together with trading house Sojitz, invested $250 million in Lynas Rare Earths in 2011, helping finance the development of what remains the only commercial-scale rare earth mining and processing operation outside China.
What has changed is the scope and urgency of the partnership. The formal bilateral Critical Minerals Partnership signed in October 2022 established a framework for information sharing, research collaboration, co-financing, and commercial arrangements. The new framework agreement signed this month expands that architecture significantly, with binding commitments on joint project development, technology transfer, and coordinated strategic stockpiling.
China's Export Ban Changes the Calculus
On January 6, 2026, China banned dual-use rare earth exports to Japan. Three days later, Beijing expanded the ban to include civilian-use rare earth products, encompassing the permanent magnets used in electric vehicles, consumer electronics, and wind turbines. The move targeted the most supply-chain-dependent major economy in the world: Japan imports nearly all of its rare earth requirements, with Lynas supplying roughly 90 percent of Japan's neodymium and praseodymium for permanent magnet production.
The ban was not entirely unexpected. China had imposed increasingly restrictive export controls on critical minerals throughout 2024 and 2025, including licensing requirements on gallium, germanium, and medium-heavy rare earths. But the Japan-specific ban crossed a threshold by targeting a single country with comprehensive restrictions on materials essential to its industrial base.
For Japanese manufacturers of EV motors, industrial robots, and precision equipment, the ban created immediate supply uncertainty. While Lynas and other non-Chinese sources can partially fill the gap, the volume of Chinese rare earth products flowing to Japan before the ban was large enough that full substitution will take time.
JOGMEC's Investment Portfolio
JOGMEC has invested over $600 million in more than 100 critical mineral projects since 2004, building a portfolio of equity stakes, debt guarantees, and offtake agreements that gives Japan strategic access to resources across Australia, Canada, Africa, and South America.
The organization's most consequential investment remains its stake in Lynas. In 2023, JOGMEC and Sojitz committed an additional $134 million to secure up to 65 percent of Lynas's heavy rare earth production (dysprosium and terbium) from its Mt. Weld feedstock. These heavy rare earths are essential additives for high-temperature permanent magnets used in EV traction motors, where they prevent demagnetization under heat stress.
Beyond Lynas, JOGMEC has been expanding its Australian footprint. The organization is funding exploration at Alchemy Resources' Karonie lithium project in Western Australia through a $6 million earn-in for a 51 percent stake. It has also provided funding for the Tivan fluorite project in Western Australia, developed jointly with Sumitomo, which will supply fluorite for aluminum and battery production.
Lithium and Battery Metals Cooperation
Lithium represents the largest area of bilateral commercial activity. Australia produces roughly half of the world's mined lithium, overwhelmingly from hard-rock spodumene deposits in Western Australia, and Japan is a major consumer through its battery manufacturing and automotive industries.
The partnership framework encourages Japanese investment in Australian downstream processing, moving beyond the historical pattern of exporting raw spodumene concentrate to China for conversion into battery-grade lithium hydroxide and carbonate. Several lithium hydroxide conversion plants are operating or under construction in Western Australia, and the agreement provides preferential financing pathways for projects with Japanese equity participation.
Nickel is another focus area. Australia's nickel industry has been under severe pressure from Indonesian competition, with several operations entering care and maintenance during 2024 and 2025. Japanese steelmakers and battery producers have a strategic interest in maintaining Australian nickel supply, particularly for high-purity Class 1 nickel suitable for battery cathodes, and the partnership framework includes provisions for supporting marginal Australian operations through guaranteed offtake volumes.
The Trilateral Dimension
The bilateral partnership operates within a broader trilateral framework that includes the United States. Both Australia and Japan signed separate critical minerals framework agreements with the United States in October 2025, creating an interlocking network of commitments that effectively constitutes a Western-aligned critical minerals alliance.
The most visible trilateral project is the Alcoa gallium refinery initiative, which will produce approximately 100 tonnes per year of gallium from alumina refining byproducts in Australia, with U.S. Department of Defense support and Japanese technology participation. Gallium is essential for semiconductors, 5G equipment, and LED production, and China controls roughly 70 percent of global supply.
Japan has also been investing in its own domestic capabilities. In a striking development, the deep-sea research vessel Chikyu retrieved rare-earth-rich sediment from approximately 6,000 meters depth near Minamitorishima Island in early 2026. The program, funded since 2018, represents a long-term hedge against surface supply disruptions, though commercial-scale deep-sea rare earth mining remains years away from viability.
Challenges and Limitations
The partnership faces several structural challenges. Australian mining costs for many critical minerals are significantly higher than those of Chinese or Southeast Asian competitors, meaning that Japanese buyers will pay a supply security premium for Australian material. The willingness to absorb that premium will be tested if commodity prices weaken or if China's export ban is eventually relaxed.
Processing capacity remains a bottleneck. Despite investment in lithium hydroxide conversion and Lynas's rare earth separation operations, the vast majority of Australian critical minerals still leave the country as raw or semi-processed material. Building the mid-stream processing capacity needed to deliver battery-grade and magnet-grade products at scale will require sustained capital investment over the next decade.
Logistics and infrastructure also present constraints. Many of Australia's critical mineral deposits are in remote regions with limited transport, power, and water infrastructure. The partnership framework includes provisions for infrastructure co-investment, but the capital requirements are substantial.
Despite these challenges, the Australia-Japan partnership represents one of the most mature and operationally advanced critical minerals relationships between any two countries. It is built on 15 years of incremental investment, tested commercial relationships, and a shared strategic assessment that dependence on Chinese supply chains carries unacceptable risks for industrial economies with advanced manufacturing sectors.
