Six months after signing a landmark framework agreement at the White House, Australia and the United States have more than doubled their joint commitment to critical mineral projects, pledging over A$5 billion to develop rare earths, nickel, cobalt, and gallium supply chains that bypass Chinese processing dominance. The announcement, coordinated through Export Finance Australia and the U.S. Export-Import Bank, operationalises a sweeping bilateral architecture designed to break Beijing's grip on the materials that underpin modern defence systems, clean energy infrastructure, and advanced manufacturing.

Introduction

On a grey October morning in 2025, Anthony Albanese and Donald Trump stood together in the West Wing and signed a document that would have seemed improbable just a few years earlier: a formal framework committing two Pacific allies to jointly rebuild the supply chains that China had spent three decades quietly monopolising. The ceremony was brief, the language deliberately non-binding, and the initial financial pledge, a billion dollars each, modest by the standards of what the two governments knew was actually required. But the architecture assembled that day was designed to expand, and expand quickly.

Less than six months later, it has. On April 12, 2026, Canberra announced that Australia and the United States had together committed more than A$5 billion (approximately $3.5 billion USD) to a portfolio of Australian critical mineral projects, nearly double the target set when the framework was signed. The money flows through Export Finance Australia and the U.S. Export-Import Bank, and it is aimed squarely at a single strategic problem: for nineteen of the twenty most important strategic minerals on earth, China is the leading refiner, with an average global market share of 70 percent.

The announcement lands at a moment of acute tension in global mineral markets. China controls more than 90 percent of refining capacity for both graphite and rare earth elements, processes roughly 60 percent of global lithium and cobalt, and has used that leverage as a geopolitical instrument with increasing confidence. The question animating this bilateral effort, and the broader Western response of which it forms a part, is whether money, policy coordination, and geological good fortune can substitute for the two decades of patient industrial strategy that handed Beijing its commanding position.

The Geology of Advantage

To understand why Australia sits at the centre of Washington's minerals strategy, it helps to stand somewhere like the Kalgoorlie goldfields in Western Australia and consider what lies beneath the ochre surface. The region that once made fortunes from gold now harbours something that defence planners and battery engineers consider equally precious: the largest nickel-cobalt resource in Australia, and one of the largest in the developed world, held by Ardea Resources' Kalgoorlie Nickel Project. Under the April agreement, Export Finance Australia and the U.S. Export-Import Bank have committed up to A$1 billion in combined backing to advance that project toward production.

Ardea's deposit is one node in a geological endowment that rivals any nation on earth. Australia can supply 36 of the 50 mineral commodities on the United States' critical minerals list, is currently producing 29 of them, and holds 680 resource deposits aligned with that list. It is the world's largest producer of lithium, a top-five producer of cobalt and rare earths, and, according to Geoscience Australia, holds the world's third-largest rare earth element resources. In 2024, rare earth production grew by 7 percent and lithium output by 14 percent. Australia was the world's top destination for rare earth exploration that year, attracting $64 million, roughly 45 percent of worldwide investment, five times more than Brazil.

Gracelin Baskaran, director of the Critical Minerals Security Program at the Center for Strategic and International Studies, has put it plainly: "Australia stands as perhaps Washington's most vital partner in countering China's grip on critical minerals supply chains. It holds 43 of the 55 minerals identified as critical by the U.S. Departments of Energy and Interior, with reserves so extensive they span nearly the entire periodic table." Mining is not a peripheral industry in Australia; it constitutes 14 percent of GDP, compared to 1.3 percent in the United States.

And yet geology alone has never been sufficient. The harder problem, the one that China solved and that Australia and the United States are now spending billions to address, is processing. Australia has a vast supply of critical minerals, but China has mastered the technically difficult and environmentally fraught refining process. The ore is in the ground; the question is who controls what happens to it next.

The Architecture of the Deal

The October 2025 framework was deliberately structured to move faster than most government agreements. It committed each side to mobilise at least $1 billion in financing within six months, and it created institutional machinery to make that happen: a Critical Minerals Supply Security Response Group, a Single Point of Entry mechanism allowing businesses to approach either Export Finance Australia or the U.S. Export-Import Bank and receive coordinated feedback from both, and a joint forward workplan that the two nations formalised at the inaugural Mining, Minerals and Metals Investment Ministerial, held in Tokyo on March 14, 2026.

That Tokyo meeting brought together Australian Resources Minister Madeleine King, U.S. Interior Secretary Doug Burgum, EPA Administrator Lee Zeldin, Export-Import Bank Chairman John Jovanovic, and Assistant Secretary of Energy Audrey Robertson. The gathering approved coordination across mineral resource mapping, permitting streamlining, and recovery of minerals from waste streams. The communique confirming the expanded A$5 billion commitment followed on April 13.

The financing architecture is worth examining in detail, because it reveals how the two governments are trying to solve a problem that has stymied private capital for years: the gap between geological promise and bankable project. Under the framework, both governments committed to mobilise support through guarantees, loans, or equity; to facilitate offtake arrangements; and to work toward price floor mechanisms that would shield allied producers from Chinese market manipulation. As Baskaran noted at CSIS, the renewed U.S. industrial policy playbook now uses "equity stakes, price floors, foreign sourcing agreements, public procurement, and strategic stockpiling to develop mineral markets and bolster security actively."

The connection to Project Vault, the $12 billion Export-Import Bank critical minerals stockpile I examined in my February 2026 analysis of the FORGE initiative, is explicit in the framework text: Australia's Critical Minerals Facility and Strategic Reserve are designated as instruments to be leveraged alongside EXIM and Project Vault in securing supply. The two reserve systems are, in effect, designed to function as communicating vessels, with Australia holding physical security over ore and Australia-processed material, and Project Vault providing the downstream insurance buffer for U.S. manufacturers.

Projects on the Ground

The largest single investment under the expanded framework illustrates both the ambition and the complexity of what the two governments are attempting. Tronox Holdings, a company with operations in both Western Australia and the United States, is developing a rare earths refinery that would produce mixed rare earth carbonate containing both light and heavy rare earth elements. Export Finance Australia and the Export-Import Bank have issued letters of support and interest worth a combined A$849 million for the project, representing the kind of government-backed offtake signal that private financiers have historically refused to provide on their own.

Elsewhere in the portfolio, Alcoa's Gallium Recovery Project and Arafura's Nolans Rare Earths Project have both received framework support. The Arafura project, in the Northern Territory, has received a $100 million Australian government equity investment; once operational, it will produce approximately 5 percent of global rare earths output. As I reported in my April 2026 analysis of the gallium supply chain, the U.S. Department of Energy simultaneously funded a restart of domestic gallium production absent since 1987, and Alcoa's Australian gallium recovery effort is a direct complement to that domestic initiative. The EXIM Bank's original October 2025 announcement included letters of interest totalling more than $2.2 billion for seven Australian projects spanning rare earths, graphite, magnesium, titanium, and scandium, issued to Arafura Rare Earths, Northern Minerals, Graphinex, La Trobe Magnesium, VHM, RZ Resources, and Sunrise Energy Metals.

The cross-Pacific dimension of this supply chain reconstruction extends beyond bilateral government financing. Australian companies, including BHP, South32, Rio Tinto, and Lynas Rare Earths, are now the largest foreign investors in the U.S. mining sector. Resolution Copper, owned by BHP and Rio Tinto, is expected to meet nearly 25 percent of U.S. copper demand. South32's Hermosa project will be the only domestic U.S. mine capable of producing both zinc and manganese. And Lynas Rare Earths, which in May 2025 became the first company outside China to produce commercial quantities of dysprosium oxide at its Malaysian facility, has signed a memorandum of understanding with Noveon Magnetics, the only company currently manufacturing permanent magnets inside the United States.

Madeleine King summarised the portfolio's strategic logic in her April statement: "Australia and the US are delivering on the commitments made in the White House, with priority projects in Australia that support production of rare earths and critical minerals including nickel, cobalt, gallium, magnesium, vanadium and graphite. These materials are crucial to defence systems, advanced manufacturing and clean energy technologies."

The Chinese Variable

No account of this bilateral effort makes sense without a clear-eyed assessment of the adversarial dynamics driving it. China did not arrive at its dominant position in critical mineral refining through market forces alone. Between 2000 and 2021, Beijing invested approximately $57 billion in critical mineral sectors across emerging and developing economies, more than 80 percent of it in copper, cobalt, and nickel projects. Domestically, it subsidised processing capacity so aggressively that, according to the IEA, new projects outside China now cost 50 percent more to build on average, take longer to permit, and often cannot find buyers willing to sign long-term contracts.

The deliberate use of that market position as a coercive instrument has become increasingly overt. On April 4, 2025, China's Ministry of Commerce imposed export restrictions on seven rare earth elements, including terbium, dysprosium, gadolinium, and scandium, in direct retaliation for Trump tariffs. By October, the controls had been extended to include products made outside China if they contained Chinese-origin materials or used Chinese technologies, an extraterritorial provision with sweeping implications for global manufacturing. A November trade agreement suspended those controls for one year, until November 2026, but stability proved short-lived: U.S. manufacturers soon began shutting down production amid ongoing shortages as China delayed issuing export licenses without formally abandoning the deal.

The April controls remain in effect, covering a separate set of seven rare earth elements and their derivatives, requiring companies to apply for individual export licenses from China's Ministry of Commerce, a process that can significantly delay shipments even when licenses are eventually granted. Former Australian Prime Minister Kevin Rudd, speaking at CSIS in August 2025 before taking up his ambassadorial role, identified the historical pattern with characteristic directness: "The great mistake which the Chinese made was back in 2010-11, when they began banning rare earths to the Japanese. That sent up an enormous flare into the sky." What Beijing lost in trust, he argued, it may ultimately lose in market share.

The numbers underlying China's dominance are stark enough to warrant restating. For sintered permanent magnets, the components critical to the motors in electric vehicles, wind turbines, data centres, and defence systems, China's global share has risen from roughly 50 percent two decades ago to 94 percent today. The United States, meanwhile, produces less than 3 percent of globally refined lithium and has no capacity to produce refined cobalt or nickel from primary ores. The gap between where Western supply chains are and where they need to be is not a rounding error; it is a generational industrial failure that the Australia-U.S. framework is, at least in part, designed to begin reversing.

Price, Politics, and the Long Game

Perhaps the most consequential and least discussed element of the Australia-U.S. framework is its explicit commitment to price mechanisms. The two governments have pledged to work toward a standards-based trading system in which participating nations can trade freely within a stable pricing framework, including price floors for critical minerals. The IEA has documented what happens in the absence of such mechanisms: lithium prices have fallen more than 80 percent from their 2022 peak, while nickel, cobalt, and graphite dropped between 10 and 20 percent in a single year. At those price levels, mines in allied nations struggle to attract private capital, and the case for waiting out Chinese market manipulation becomes increasingly difficult to make to a pension fund or a commercial bank.

Australia's domestic policy toolkit is designed to address precisely this problem. The government has invested $2.4 billion USD into its Critical Minerals Facility, announced a $4.3 billion Critical Minerals Production Tax Incentive, and passed through parliament the Export Finance and Insurance Corporation Amendment (Strategic Reserve) Bill 2026, which gives the government authority to secure, sell, and stockpile critical minerals and rare earths. The Strategic Reserve, announced at A$1.2 billion and targeting antimony, gallium, and rare earth elements in its initial phase, is designed to become operational by the end of 2026. In January 2026, Australia signalled that timeline was on track. Meanwhile, a $1.25 billion government loan to Iluka Resources for its rare earth refinery, tied to offtake agreements with allied nations, represents Australia's most direct attempt yet to build the processing capacity that currently makes it dependent on Chinese refiners for the back end of its own supply chain.

The demand backdrop amplifies the urgency. Under the IEA's Stated Policies Scenario, lithium demand grows fivefold by 2040, graphite and nickel demand double, and cobalt and rare earth demand grows by 50 to 60 percent. Copper demand, the largest established market of all, grows by 30 percent. Against that trajectory, nearly all new investment in refining and processing over the past four years has been concentrated inside China. The window for building credible alternative capacity is not indefinitely open.

For allied governments, the challenge is not merely financial but structural. As analysts at Herbert Smith Freehills Kramer have noted, securing critical mineral supply without reliance on China "requires more than just sourcing mines in friendly countries. It requires alternative processing capacity, substantial long-term supply agreements, and coordination between policymakers and private traders who still move much of the world's ore." The A$5 billion commitment is a significant step; it is not, on its own, a sufficient answer to a problem measured in the trillions of dollars of industrial investment that China has accumulated over two decades.

Conclusion: The Doubling Down

There is a certain symmetry in the fact that the A$5 billion announcement came on a Sunday, nearly six months to the week after the White House signing ceremony that set the original targets. The speed with which the initial $3.5 billion commitment was exceeded, before the six-month window had even formally closed, reflects something real about the urgency both governments now feel. The Chinese export license delays that followed the November trade agreement, the lingering April 2025 controls on seven rare earth elements, and the extraterritorial reach of October's restrictions have collectively demonstrated that no bilateral framework, however well-constructed, insulates allied manufacturers from supply disruption as long as Chinese processing dominance persists.

What the Australia-U.S. framework has done, with unusual speed for inter-governmental industrial policy, is create the institutional scaffolding through which private capital can begin to flow at scale: coordinated financing through EFA and EXIM, a single point of entry for businesses navigating both bureaucracies, a price floor commitment that addresses the bankability gap, and a Supply Security Response Group capable of acting when the next export restriction lands. The projects now in the portfolio, from Tronox's rare earth refinery to Ardea's Kalgoorlie nickel-cobalt deposit to Arafura's Nolans operation in the Northern Territory, represent the first generation of infrastructure that a genuinely diversified Western supply chain will require.

Baskaran's assessment at CSIS cuts to the essence of what is at stake: "U.S. mineral security cannot be achieved without Australia." It is a statement that would have been unremarkable to a Cold War-era defence planner but that somehow needed rediscovering in the decade that allowed Chinese refining dominance to reach its current extremity. The doubling of the bilateral commitment is, in that sense, less a triumph than an acknowledgment: of how far behind the West fell, and of how much ground there is still to recover.

Back in Kalgoorlie, the machinery that will eventually break ground on Ardea's nickel-cobalt project is not yet running. The letters of support have been issued; the financing remains to be finalised; the permitting processes that both governments have pledged to streamline are still, in many cases, running at their own pace. The A$5 billion is a signal, and signals matter in capital markets. But the measure of this partnership will ultimately be taken not in ministerial communiques or White House signing ceremonies, however significant, but in the tonnes of processed rare earths, refined cobalt, and separated gallium that move through allied supply chains in the years ahead, through channels that do not run through Beijing.
