Canadian Critical Minerals Strategy: C$1.5 Billion Funding Announced

Canada has unveiled a comprehensive critical minerals strategy backed by approximately C$4 billion in cumulative federal funding across exploration, processing, recycling, and infrastructure. The strategy positions Canada as a preferred supplier to Western allies while building domestic value-added capacity, anchored by the Saskatchewan Research Council's rare earth processing facility, the first operation in North America to produce commercial-scale NdPr metal.

A National Priority Takes Shape

Canada's Critical Minerals Strategy, first launched in 2022, has undergone significant expansion through successive budget cycles. The cumulative federal commitment now stands at approximately C$4 billion, spread across multiple funding vehicles that cover the full value chain from geological exploration through processing, manufacturing, and recycling.

The latest tranche, the C$1.5 billion First and Last Mile Fund announced for 2026 through 2030, absorbs and expands the earlier Critical Minerals Infrastructure Fund. It targets the persistent bottleneck of getting minerals from remote mine sites to processing facilities and export terminals, funding roads, power transmission, and transportation infrastructure in northern and remote regions where many of Canada's most promising deposits are located.

The strategy identifies 31 critical minerals as priorities, with particular emphasis on lithium, nickel, cobalt, graphite, copper, and rare earth elements. Canada holds globally significant reserves of all six, and the country's geological endowment, combined with its political stability, established mining industry, and trade relationships with the United States, European Union, and Japan, makes it a natural candidate for supply chain diversification away from Chinese dominance.

The Saskatchewan Research Council Breakthrough

The most tangible achievement of the strategy to date is the Saskatchewan Research Council's rare earth processing facility in Saskatoon, which began commercial metal production in the summer of 2024. The facility is the first in North America to produce NdPr metal at commercial scale, and it represents a proof of concept for building Western rare earth processing capacity outside the Chinese ecosystem.

The SRC facility uses over 400 AI-controlled solvent extraction cells, developed in-house after China restricted the export of rare earth processing equipment. The technology converts monazite concentrate (sourced under supply agreements with Brazil, South Africa, and Vietnam) through a full processing chain: monazite cracking, mixed rare earth chloride production, solvent extraction separation, and finally smelting into high-purity NdPr metal at 99.5 percent purity or higher.

By late 2024, the facility was producing approximately 40 tonnes of NdPr metal per month, with a target of 400 tonnes per year. The operation also produces separated dysprosium and terbium oxides. Full integrated operation, with all processing stages running continuously, is expected by early 2027.

The SRC facility demonstrates that commercial rare earth processing is technically feasible in North America, but its scale remains modest relative to Chinese capacity. China processes tens of thousands of tonnes of NdPr annually. Scaling Canada's capability to a level that materially reduces Western dependence on Chinese supply will require additional facilities and substantially more investment.

Exploration and the Tax Credit Framework

Canada has historically been one of the world's most active jurisdictions for mineral exploration, and the strategy leverages existing policy instruments to direct capital toward critical minerals. The 30 percent Critical Mineral Exploration Tax Credit provides direct incentives for investors who fund exploration for minerals on the government's priority list, supplementing the existing Flow-Through Shares program that has long supported Canadian junior mining companies.

The combination of tax incentives and enhanced geological data (through federally funded geoscience mapping programs) is designed to accelerate the identification and delineation of deposits that could feed domestic processing facilities. Canada's geological surveys estimate that significant undiscovered resources of lithium, rare earths, and nickel exist in the Canadian Shield and northern territories, but bringing these deposits to production requires the infrastructure investment that the First and Last Mile Fund is intended to provide.

The exploration tax credit has been particularly effective for lithium, where several projects in Quebec and Ontario have advanced to feasibility stage. Patriot Battery Metals' Corvette project in the James Bay region of Quebec, for example, has emerged as one of the largest hard-rock lithium deposits outside Australia, with a resource estimate that positions it as a globally significant asset.

Processing, Recycling, and the Value Chain Gap

The C$1.5 billion Strategic Response Fund, established in 2022, targets the mid-stream processing and manufacturing stages where Canada has historically been weakest. Mining has always been a Canadian strength, but the country has typically exported raw or semi-processed minerals for refining and manufacturing elsewhere, predominantly in China.

Funded projects include direct lithium extraction pilot plants, hydrometallurgical processing facilities for nickel and cobalt, and rare earth separation operations. The Critical Minerals Research, Development and Demonstration program (extended through March 2028) supports companies like Geomega, which has developed proprietary technology for dysprosium and terbium separation, and FPX Nickel, which is advancing a process for producing battery-grade nickel, cobalt, and copper from awaruite deposits.

Recycling is a growing focus area. Cyclic Materials, a rare earth recycling company that recovers materials from electronic waste and end-of-life EV motors, received C$4.9 million in federal funding and attracted US$25 million from the Clean Growth Fund in January 2026. The government has set a target of meeting 5 to 10 percent of Canadian EV battery factory demand from recycled lithium, nickel, and cobalt by 2035.

The recycling ambitions have also been tempered by cautionary lessons. Li-Cycle, once the highest-profile Canadian battery recycling company, entered creditor protection in 2024 after cost overruns at its Rochester Hub facility, illustrating the gap between the promise and the operational reality of scaling novel recycling technologies.

Indigenous Partnerships and Northern Development

A distinctive feature of the Canadian strategy is its emphasis on Indigenous partnership. Many of Canada's most prospective critical mineral deposits are located on or near First Nations traditional territories, and the legal and political framework in Canada requires meaningful engagement and benefit-sharing with Indigenous communities.

The strategy allocates dedicated funding for Indigenous participation in critical mineral projects, including capacity-building grants for community-level environmental review, equity participation frameworks, and training programs designed to ensure that local populations benefit from mining development. Several provinces have developed specific guidelines for Indigenous consultation on critical mineral projects, and impact benefit agreements have become standard practice for major developments.

Northern infrastructure development, a central pillar of the First and Last Mile Fund, directly addresses the challenge of accessing deposits in remote regions. Year-round roads, upgraded port facilities, and power transmission lines are essential prerequisites for mine development in territories that currently lack basic industrial infrastructure. The infrastructure investment also creates economic opportunities for northern and Indigenous communities beyond the mining sector itself.

Outlook

Canada's critical minerals strategy benefits from a rare combination of favorable conditions: world-class geological potential, an experienced mining workforce, supportive trade relationships with the United States and its allies, and a regulatory environment that, while slower than some jurisdictions, provides investment certainty through established mining codes and environmental standards.

The principal risk is execution speed. Canada's permitting timelines remain long by international standards, often extending to seven years or more for complex mining projects. The strategy includes commitments to streamline regulatory processes, but reconciling faster permitting with environmental protection standards and Indigenous consultation obligations is a political and legal challenge that has proven resistant to simple solutions.

The competitive landscape is also shifting. Australia, the European Union, and the United States are all pursuing aggressive critical mineral strategies with substantial funding. Canada's advantage lies in the breadth of its mineral endowment and its geographic proximity to the U.S. market, but translating geological wealth into operating mines and processing facilities requires the kind of sustained political commitment and capital deployment that has historically been difficult to maintain across election cycles.

The SRC rare earth facility in Saskatchewan provides a template for what is possible. Whether that template can be replicated at the scale and speed that the energy transition demands will define the success or failure of Canada's critical minerals ambitions.
