Ambassador Greer's framing of the initiative emphasized that each critical mineral has its own supply chain and market dynamics, and that understanding those nuances is necessary for any market-based supply chain development to succeed. That acknowledgment of complexity is analytically sound, though it also flags the implementation challenge that any price floor regime will face in practice.

The Bilateral Blitz and the DRC Equation

Alongside the multilateral architecture, the administration has pursued a remarkably high-velocity bilateral deal-making program. Chinese industry analysts have reacted with alarm. Its $3.5 billion public-private commitment through an expanded JOGMEC investment framework, combined with its MOU with Malaysia, currently home to the only operational heavy rare earth supply chain outside China, represents the kind of patient, institution-backed engagement that the new FORGE architecture is designed to scale across a broader coalition. The U.S.-Australia framework agreement from October 2025, which includes strategic stockpiling provisions, permitting reforms, pricing support, and a $1 billion financing commitment, similarly reflects a bilateral depth that the newer agreements in the ministerial's portfolio will need time to develop.

The ODI's January 27 assessment is apt: Beijing has already demonstrated the capacity to successfully leverage raw material dependencies in trade negotiations to negotiate tariff reductions, and the Trump administration's entire policy architecture is in part a response to that demonstrated coercion. China's April 2025 export controls on samarium, gadolinium, terbium, dysprosium, lutetium, scandium, and yttrium, followed by October 2025 controls requiring licenses for products containing Chinese-sourced rare earth materials, followed in turn by a temporary suspension until November 2026, constitute what Trivium China's Cory Combs has characterized accurately as a mechanism through which Beijing can tighten or loosen control over particular countries' and industries' supplies. The suspension is a pause in escalation, not a retraction of the underlying policy objective.

Conclusion: The Gap Between Architecture and Geology

The policy architecture assembled between January 14 and February 4, 2026 is the most coherent and financially serious critical minerals strategy the United States has produced. Project Vault addresses the immediate vulnerability to supply shock. The Section 232 proclamation and its 180-day commercial diplomacy clock create structured urgency for bilateral negotiations. FORGE provides a plurilateral framework through which price floors can be enforced with sufficient market weight to actually affect behavior. The bilateral blitz is building the geographic diversification that single-country dependence on processing makes necessary. The supporting investments in domestic capacity, including the $1.6 billion letter of intent with USA Rare Earth and the $400 million letter of interest for Arkansas lithium, are beginning to address the refining and processing deficit that is more strategically significant than the mining deficit.

And yet the data imposes a discipline that the policy rhetoric occasionally resists. The global average mine development timeline is 18 years, at a cost of $500 million to $1 billion per mine and separation plant. UNCTAD estimates demand for minerals essential to the energy transition could increase nearly fourfold by 2030. The gap between those two curves, between the urgency of demand and the patience that geology and capital require, is not a gap that ministerials and memoranda of understanding can close quickly. China's confidence that its refining lead will remain unchallenged for years is not bravado; it is an accurate reading of capital commitment timescales.

What the Trump administration has done, with considerable sophistication, is establish the institutional, financial, and diplomatic infrastructure through which a durable realignment of critical mineral supply chains becomes possible over a decade-scale horizon. Whether the political will to sustain that infrastructure through commodity price cycles, election cycles, and the inevitable frictions of multilateral coordination will prove as durable as the geology it seeks to circumvent is the question that this week's policy achievements cannot answer. The architecture is ambitious. The minerals are patient.
