On February 3, the European Union, Japan, and Mexico each signed agreements with the United States to develop coordinated trade policies, including border-adjusted price floors for critical minerals. Deputy Secretary of State Christopher Landau witnessed the signing of a memorandum of understanding between Glencore and the U.S.-backed Orion Critical Mineral Consortium for a potential acquisition of mining assets in the Democratic Republic of Congo. On February 4, Secretary of State Marco Rubio, joined by Vice President JD Vance, Treasury Secretary Scott Bessent, Interior Secretary Doug Burgum, Energy Secretary Chris Wright, and U.S. Trade Representative Jamieson Greer, hosted representatives from 54 countries and the European Commission at the inaugural 2026 Critical Minerals Ministerial, the largest such gathering in over four years.

At the ministerial, Vice President Vance announced the creation of the Forum on Resource Geostrategic Engagement, or FORGE, a successor to the Biden-era Minerals Security Partnership. The presence of six Cabinet members underscored the administration's view that critical minerals have moved from a niche policy concern to a first-tier national security priority.

Project Vault: A Civilian Strategic Reserve

Project Vault establishes the U.S. Strategic Critical Minerals Reserve, an independently governed stockpile designed to shield civilian manufacturers from supply disruptions. The EXIM Board of Directors approved a direct loan of up to $10 billion, more than double the largest financing in the agency's history, complemented by nearly $2 billion in private-sector capital.

The reserve will cover all 60 minerals on the U.S. Geological Survey's 2025 Critical Minerals List and store materials in secure facilities across the United States. Three commodities trading firms, Hartree Partners, Traxys North America, and Mercuria Energy Group, have agreed to participate as mineral purchasers and suppliers. Equipment manufacturers including GE Vernova, Boeing, Clarios, and Western Digital have expressed support, and General Motors CEO Mary Barra attended the White House unveiling.

The financing model functions as a long-term insurance policy for U.S. manufacturers. Participating companies make long-term commitments and pay a commitment fee in exchange for guaranteed access to specified materials during market disruptions. The commitment fee is effectively a security premium: rather than paying volatile spot-market prices in a crisis, participants pre-fund supply certainty. Inventory is rotated through normal annual withdrawals, with release triggers governed by predefined, transparent criteria agreed to upfront.

Project Vault is structurally distinct from the National Defense Stockpile, which is operated by the Defense Logistics Agency and reserved for military needs. Project Vault serves civilian industry, creating a two-pillar strategic reserve architecture in which defense and commercial supply security are addressed through separate but complementary mechanisms.

FORGE: From Bilateral Deals to a Preferential Trading Bloc

The Forum on Resource Geostrategic Engagement represents the administration's attempt to translate more than 20 bilateral critical minerals agreements into a functioning plurilateral system.

Vice President Vance framed FORGE in explicitly market-shaping terms. The United States is creating a preferential trade zone for critical minerals, he told ministerial attendees, in which reference prices will be established at each stage of production. For members of the preferential zone, these reference prices would operate as a floor maintained through adjustable tariffs to uphold pricing integrity. The aim, Vance stated, is to eliminate the problem of cheap critical minerals flooding markets to undercut domestic manufacturers, a practice Washington attributes to Chinese state subsidies.

FORGE replaces the Minerals Security Partnership, which operated primarily as a forum for joint investment and project identification. The new body, chaired by the Republic of Korea through June 2026, appears designed to operate on a different model: membership conditioned on adherence to shared trade rules rather than joint capital deployment. Investment would remain largely bilateral, but within a plurilateral market framework designed to reinforce and de-risk those investments.

The scope of diplomatic engagement is notable. The United States signed eleven new bilateral critical minerals frameworks at the ministerial, with countries including Argentina, Ecuador, Guinea, Morocco, Peru, the Philippines, the United Arab Emirates, and the United Kingdom, building on ten agreements signed in the preceding five months. Negotiations have been completed with an additional seventeen countries. The participating nations collectively represent close to two-thirds of global GDP, a market weight that, if coordinated, could genuinely reshape pricing dynamics for key minerals.

The Price Floor Mechanism

The most architecturally significant element of the February announcements is the coordinated price floor system. The concept is straightforward: allied nations agree on reference prices for critical minerals at each stage of processing, from raw ore to refined material to finished components, and enforce those prices through adjustable tariffs that prevent below-cost imports from undercutting domestic or allied production.

The mechanism is designed to address a specific structural problem that has plagued Western critical mineral investment for decades. China's dominant position in mining and processing, combined with state subsidies and controlled pricing, has historically allowed Beijing to suppress global mineral prices below the cost of production in market economies. Projects in the United States, Canada, Australia, and Europe that are economically viable at fair-market prices become unprofitable when Chinese producers flood the market with subsidized material. The result has been a decades-long cycle in which Western mines and processing facilities are developed, driven into bankruptcy by Chinese price competition, and shut down, deepening the very dependence that the investment was intended to reduce.

The EU, Japan, Mexico, and the United Kingdom each signed Action Plans with the United States to develop border-adjusted price floors and to explore incorporating them into a binding plurilateral agreement on trade in critical minerals. The U.S.-Mexico Action Plan establishes a 60-day implementation window, targeting early April 2026 for concrete frameworks. Approximately 20 countries have expressed interest in the price floor system, according to Interior Secretary Doug Burgum.

The Commerce Department's Section 232 investigation, which covered every mineral on the USGS critical minerals list plus uranium, concluded that mineral imports threaten U.S. national security but recommended negotiated solutions with allies rather than unilateral tariffs. The price floor framework operationalizes that conclusion: the administration has chosen statecraft through markets rather than barriers around them.

The Investment Pipeline

The U.S. International Development Finance Corporation has invested in or is exploring more than a billion dollars in critical mineral projects, including $600 million into the Orion Critical Minerals Consortium for worldwide critical minerals investments, which mobilized an additional $1.2 billion in non-government funding. The DFC is also directing $565 million toward heavy and light rare earth extraction in Brazil, has issued a letter of intent exploring up to $700 million to help finance tungsten development in Kazakhstan, and committed a $75 million initial seed investment for critical minerals in Ukraine that has mobilized another $75 million.

The Department of Energy's Loan Programs Office has supported major private-sector projects to strengthen U.S. critical mineral processing capacity. EXIM's broader critical minerals portfolio extends beyond Project Vault to include $1.3 billion for the Reko Diq copper and gold project in Pakistan, along with smaller transactions supporting titanium, zinc, and advanced materials processing in Pennsylvania, Tennessee, New York, and Virginia.

The administration has also taken direct equity stakes in critical mineral companies, including MP Materials, Lithium Americas, Trilogy Metals, and a $1.6 billion investment in USA Rare Earth announced in January 2026. Financial markets responded to the week's announcements with broad-based gains across the critical minerals sector. Shares of USA Rare Earth rose nearly 11 percent, Critical Metals advanced more than 10 percent, NioCorp gained nearly 10 percent, Energy Fuels rose approximately 8 percent, and MP Materials added about 4 percent.

Pax Silica and the Layered Architecture

FORGE does not operate in isolation. It sits within a layered architecture of initiatives that the administration has constructed over the preceding months.

Pax Silica, launched by the State Department in December 2025 with nine partner countries, focuses specifically on securing supply chains for silicon, semiconductor materials, and artificial intelligence infrastructure. While Pax Silica targets the technology stack from wafer fabrication to AI deployment, FORGE casts a wider net across all critical minerals, from cobalt to graphite to rare earths. The two frameworks are designed as complementary layers: Pax Silica secures the downstream technology applications while FORGE secures the upstream material inputs.

The overlapping membership of the two initiatives creates an integrated system in which demand signals from technology manufacturers flow back through the supply chain to reinforce pricing and investment in mining and processing. If the linkage functions as designed, FORGE and Pax Silica could translate purchasing commitments from semiconductor fabs and EV manufacturers into the stable demand that critical mineral producers need to justify the capital expenditure required for new mines and processing facilities.

The broader architecture also includes the bilateral framework agreements, the Section 232 investigation findings, the executive order on domestic mineral production signed in March 2025, and the various equity stakes and loan guarantees that the administration has deployed through the Department of Defense, the Department of Energy, and EXIM. The cumulative commitment is substantial: over the past six months, the U.S. government has announced more than $30 billion in direct funding commitments related to critical minerals.

Structural Challenges and Skepticism

The ambition of the February announcements is matched by the complexity of implementation. Several structural challenges will determine whether the architecture delivers operational results.

Price floor coordination is technically demanding. Prices vary by mineral, production stage, jurisdiction, and market conditions. Establishing reference prices that function as effective floors without creating perverse incentives, market distortions, or arbitrage opportunities requires sophisticated policy design and sustained diplomatic consensus across dozens of countries with different economic interests. The administration appears to be moving toward specific tariffs based on weight rather than ad valorem structures that would amplify commodity price volatility, but operational details remain sparse.

The relationship between FORGE and existing trade architecture is unresolved. Canada has indicated it is seeking a broader USMCA agreement before committing to a standalone critical minerals deal, which could affect the timeline for North American alignment. The EU initially urged member states to negotiate collectively rather than sign individual bilateral deals, reflecting a tension between Washington's bilateral dealmaking velocity and Brussels' institutional process.

Framework agreements are not operational mines. The 21 bilateral deals signed in five months represent impressive diplomatic throughput, but each requires different concessions, obligations, and political risks to translate into functioning supply chains. The U.S.-DRC Strategic Partnership Agreement, signed just weeks before the ministerial, already faces a legal challenge in the DRC Constitutional Court, illustrating how quickly political conditions in partner countries can complicate implementation.

The financial sustainability of the architecture will ultimately be tested by commodity cycles. Price floors provide investment certainty when prices are low, but they also commit governments and taxpayers to ongoing obligations that become politically contentious when budgets tighten. The administration has moved to internationalize the burden, distributing costs across allied nations rather than bearing them unilaterally, but maintaining coordinated action through a full commodity price cycle will require a level of political alignment among democracies that has proven historically difficult to sustain.

Outlook

The February 2-4 announcements establish the policy architecture. What follows is the harder work of institutional construction.

The nearest implementation milestones are the U.S.-Mexico Action Plan, targeting early April 2026 for concrete price floor frameworks, and the FORGE chairmanship transition, with South Korea leading through June 2026. The administration's call for signatories to identify priority projects within six months sets a late-summer deadline for translating diplomatic commitments into project-level action.

For the critical minerals industry, the architecture creates a fundamentally different investment environment. If price floors hold, projects that have been economically unviable in the face of Chinese price competition become financeable. If the preferential trading zone achieves the scale its designers envision, the global critical minerals market could bifurcate into a Chinese-dominated system on one side and a FORGE-aligned market with managed pricing on the other, each with different price levels, regulatory requirements, and supply chain standards.

The strategic implications extend well beyond the mining sector. The administration is constructing a system in which access to critical minerals is conditioned on geopolitical alignment, trade rule adherence, and participation in a coordinated pricing regime. That is a fundamental departure from the free-market commodity trading that has defined the critical minerals space for decades. Whether it proves to be a durable restructuring of global resource markets or an ambitious overreach that collapses under the weight of its own complexity will be the defining question of critical minerals policy for the remainder of this decade.
