Those figures position Ashram favourably within the global cohort of non-Chinese rare earth developers, most of whom face structurally higher costs due to less favourable mineralogy, higher strip ratios, or energy cost disadvantages. Hydro-Québec's industrial electricity rates, among the lowest in North America and derived from the province's extensive hydroelectric capacity, contribute directly to that cost position in ways competitors in other jurisdictions cannot replicate.
Pricing assumptions were drawn from Adamas Intelligence's Rare Earth Pricing Quarterly Outlook, with yearly forecasts applied through 2040 and 2040 estimates carried forward for the remainder of the mine life. Lanthanum and cerium were excluded as payable elements, a conservative choice that reflects persistent oversupply in the light REE segment. The ex-China pricing strategy, targeting CIF European and North American markets rather than competing against Chinese domestic prices, is central to the economics. As Managing Director Nicholas Holthouse noted in a Crux Investor interview: "The forecast that we have takes advantage of that CIF European deck. That is certainly where we are intending to send our molecules and here we are an ex-China operation."
It is worth noting the PEA's own disclosure: the study is accurate to plus or minus 50%, and it does not support the estimation of ore reserves. The mineralogy is the deposit's most commercially important characteristic. Rare earth mineralisation is dominated by monazite, with subordinate bastnäsite, parisite, and xenotime. Processing Strategy: Two Stages, Two Locations, and a Capital Transformation

Stage one is an on-site flotation concentrator at Ashram, designed to treat approximately 1.8 million tonnes of ore per year through conventional open-pit, truck-and-shovel mining on 10-metre benches. The concentrator achieves an average REO recovery of 63% through flotation, producing a 35% TREO concentrate. That concentrate is then loaded into 20-foot containers and transported approximately 570 kilometres south, either by road or via the St. Lawrence River, to a hydrometallurgical plant at the Port of Saguenay.
Stage two at Saguenay upgrades the flotation concentrate into a Mixed Rare Earth Carbonate product using a proven process route incorporating acid bake, water leach, solvent extraction, oxalate precipitation, and metathesis. The hydromet plant is designed to process approximately 69,500 tonnes per annum of flotation concentrate and produce approximately 33,800 tonnes per annum of MREC. The final MREC product is expected to contain very low thorium levels and is not anticipated to trigger radioactive transport regulations, though the concentrated thorium intermediate produced during hydromet processing will require managed disposal as a separate stable product at approximately 35% thorium oxide.
The rationale for moving the hydromet plant off-site is articulated clearly by Holthouse: "Having that hydromet plant on site brings some real technical challenges. They are a complex piece of kit. They need a lot of love and support from service industries." Saguenay offers port access, rail, power, natural gas, mature service industries, and a skilled technical workforce willing to work in an established urban centre. The capital cost implications of this decision are substantial. Holthouse described the outcome directly: "We have absolutely taken an axe to the previous capex number that we were looking at. Mont Royal has formalised this location strategy through a non-binding memorandum of understanding with the Saguenay Port Authority, establishing a framework for cooperation on logistics, processing location, and infrastructure access. The intermodal transport solution, combining road or marine options for concentrate movement, avoids the need for new northern port infrastructure that previous development concepts had contemplated. Logistics coordination involves the Tshiuetin Rail Transportation and Quebec North Shore and Labrador railway network connecting the site to Sept-Iles as part of a broader evaluated option set. The risks are also clearly delineated. The PEA carries a plus-or-minus 50% accuracy range, no ore reserves have been estimated, and no offtake agreements are in place. The C$1.231 billion initial capital requirement is a substantial gap between the project's current market capitalisation and the funding commitments required to proceed to construction. Management's answer to that gap, strategic partnerships, government programs, and phased feasibility advancement, is the right strategic framework, but it will require execution on a timeline that the PEA study schedule has already demonstrated can slip.
The Pre-Feasibility Study, targeted for the second half of 2026, is the critical next deliverable. Its scope will need to address fluorspar economics, BD-Zone resource potential, access road cost-sharing arrangements, environmental baseline requirements for both Ashram and Saguenay, and the early-stage offtake conversations that give financial institutions the confidence to participate in project financing. Each of those work streams carries its own timeline and execution risk.
What is not in doubt is the strategic relevance of the asset. A deposit of 204.3 million tonnes at approximately 1.90% TREO, with 21% NdPr distribution, proven flotation metallurgy, a clear logistics pathway, and a government policy environment in Canada that is actively funding critical minerals development, is not a common thing. The PEA has established the economic case. The PFS must establish the fundable case. For investors, researchers, and downstream customers watching the Western REE supply chain take shape, Ashram has moved from a promising resource story into a credible development candidate, and that is a meaningful distinction in the current environment.
