NdPr alloy cleared $133/kg on July 1, a new 2026 high above the March peak of $126/kg, as all 18 SMM-tracked rare earth elements posted gains for the first time this year. The 16.7% average basket gain, anchored by dysprosium's 25.4% surge and terbium's push to $1,179/kg, is running on two fuel sources: structural supply deficit math and the absence of China's MIIT H2 mining quota announcement. The quota silence is now the single largest open catalyst in the rare earth market, and the market is pricing it as a supply ceiling, not a pending expansion.

Introduction

The rare earth market printed a clean sweep in July 2026. All 18 elements tracked by Shanghai Metals Market posted price gains on the July 1 assessment, the first month this year with zero declines across the basket. The average gain was 16.7%, the median 18.1%. NdPr alloy, the feedstock benchmark that drives magnet supply chain decisions from Mountain Pass to Ningbo, closed July 1 at $133.02/kg, up 21.4% from $109.55/kg in June and above every prior 2026 monthly print, including the previous high near $126/kg set in March.

From NdPr alloy's January 2026 opening of approximately $53/kg, the complex is now up more than 150% year-to-date. The recovery from the Q2 trough near $90/kg was V-shaped and fast: the entire correction retraced in roughly four weeks. That compression tells you something about how thin the physical market is and how quickly sentiment can shift when the supply side withholds any new information.

The trade thesis here is not complicated. China controls approximately 92% of refined NdPr supply and 98 to 99% of separated heavy rare earths. MIIT sets the mining and smelting quotas that govern that supply. MIIT's H2 2026 quota announcement, typically published in June or July, had not appeared as of the July 1 assessment. A market running a second consecutive annual supply deficit, against 7.7% demand growth projected by BMI, has one question to answer: will the quota expand or stay flat? Until MIIT publishes, the market is answering that question with higher prices.

Price Action: NdPr Complex and the Basket Move

The NdPr alloy benchmark at $133.02/kg as of July 1 is now trading above the Department of Defense floor price of approximately $110/kg built into MP Materials' offtake agreement. Both MP (NYSE: MP) and Lynas (ASX: LYC) are operating well above cost base at these levels. The operational margin cushion at current prices is substantial, but the more relevant number for traders is the forward curve signal: NdPr alloy is clearing its prior 2026 high, not consolidating below it.

Neodymium metal closed July 1 at $145.88/kg, up 19.6% from $121.95/kg on June 1. Praseodymium metal printed $149.19/kg, up 19.5% from $124.88/kg. FOB pricing for the pair stands at $160/kg for neodymium and $165/kg for praseodymium, reflecting export duties and trading margins. The domestic-to-FOB spread on praseodymium is approximately $15.81/kg, a structural feature consistent with China's rare earth export architecture.

The CREIA published range for NdPr alloy as of June 30 was 893 to 913 yuan per kilogram, equivalent to $133.95 to $136.95/kg, bracketing the SMM print cleanly. Trading Economics' CNY-denominated neodymium series corroborates: 992,500 CNY per tonne, up 79.64% year-on-year, converting to approximately $146/kg at current exchange rates. Independent data sources are triangulating to the same range, which is relevant because it rules out single-source distortion in the headline number.

Intra-July price action has continued the upward bias. On July 8, SMM reported Pr-Nd oxide raised by 7,500 yuan per tonne, Pr-Nd alloy raised by 10,000 yuan per tonne, and terbium metal raised by 175,000 yuan per tonne in a single session. As of July 14, CREIA's index showed NdPr alloy at 918.6 to 938.6 yuan per kilogram, translating to $137.79 to $140.79/kg. The China Rare Earth Industry Association's domestic price index registered 272.2 on July 14, against a 2010 base of 100. The index has pulled back from its early-2026 peak above 300, but the directional trend over the past six weeks is unambiguously higher.

Heavy Rare Earths: Terbium and Dysprosium Converge

Terbium was the defining move of the July basket, closing the July 1 assessment at $1,179.54/kg, up 21.6% on the month and clearing April's previous 2026 high of $970.18/kg by a meaningful margin. FOB terbium is assessed at $1,483/kg, putting the domestic-to-FOB spread at $303/kg, or 25.7%. The three-month price pattern for terbium makes the underlying dynamic clear: April plus 20.7%, May minus 18.6%, June plus 22.8%, and then the July assessment pushing through the prior peak. Each dip in terbium has been shallower and shorter than the preceding one. That is not noise; it is a market that is structurally short physical material and using corrections to absorb speculative length before resuming.

Dysprosium posted its largest single-month move of 2026 in July, gaining 25.4% to $261.63/kg. Through May and June, dysprosium had been the relative underperformer in the heavy rare earth pair, hovering around $209/kg domestic and $220/kg on Northeast Asia quotations. The July reversal is significant because terbium and dysprosium moving in tandem, rather than diverging as they did in Q2, signals that physical availability is tightening across the entire heavy magnet input complex rather than reflecting idiosyncratic demand flows for a single element. As of July 14, dysprosium oxide is quoted at $210.75 to $216.75/kg, with dysprosium metal at $265.50 to $268.50/kg.

USGS places China's share of separated heavy rare earth output at 98 to 99%. There is no credible non-China source of separated dysprosium or terbium at commercial scale today. Building on my analysis of the dysprosium separation milestones in July 2026, two North American producers have achieved commercial-grade separation, but qualification timelines for defense and industrial end-users extend well into 2027. The physical premium for material available outside China is not narrowing in any meaningful way. The November 10, 2026 expiry of the October 2025 control suspension, combined with the August booking window closing for Q4 heavy rare earth deliveries, is compressing the timeline for every Western buyer in the market.

Supply-Side Architecture: MIIT Quota Silence and MOFCOM Enforcement

The most significant price catalyst not yet in the market is the MIIT H2 2026 mining and smelting quota announcement. Historically, this release arrives in June or early July through a formal administrative process assigning volumes to state-designated enterprises. As of July 1, no announcement had been published. The market is reading absence as signal: without a quota expansion, the existing supply envelope remains in place through Q3, and a market already running a structural deficit has no mechanism to increase output materially.

The opacity itself has become a tradeable variable. A dataset of quota announcements from 1990 to 2025 links nondisclosure to price volatility, precautionary stockpiling, and policy responses in the US, Europe, and Japan. The structural break in quota transparency after 2024 is not accidental. MIIT's April 2026 penalty guidelines codified violations including breaches of total quota control rules, unauthorized smelting and separation activities, and failure to accurately record and upload product flow data to the traceability system. Beijing is closing the seams through which material leaked around quotas rather than adjusting the headline quota number itself. That enforcement architecture converts a flat quota into an effectively tighter supply constraint.

On July 1, MOFCOM Announcement No. 26 of 2026 took effect, formalizing a public reporting mechanism for strategic mineral export control violations. The mechanism is operationally specific: a dedicated hotline at 010-12369, an online reporting portal, and financial rewards for confirmed reports. Penalties for violations include fines of 5 to 20% of the value of goods involved, suspension of export privileges, and listing on China's national dishonesty registry. The coverage is broad: it extends liability to logistics firms, freight forwarders, financial intermediaries, and legal advisers who knowingly assist unlicensed exporters.

The enforcement posture has moved beyond regulatory text. On June 18, a Chinese precision optics company with market capitalization of approximately 11.7 billion renminbi disclosed that its chairman was placed under compulsory measures by the Shanghai Customs anti-smuggling bureau, accused of falsely declaring germanium-containing lenses as ordinary optical glass to circumvent export licensing. Separately, two Japanese nationals employed by a major Japanese firm were detained in Dalian in May on allegations involving rare-earth-related export restrictions, representing one of the first known instances of foreign nationals detained in China on critical mineral export control charges. The signal is clear: enforcement is no longer administrative. It is custodial.

Institutional Activity and the MP Materials / USA Rare Earth Entity Listing

On June 22, Beijing added MP Materials (NYSE: MP) and USA Rare Earth to its export control entity list, prohibiting Chinese exporters from supplying dual-use items to either company and extending that prohibition to any organization in any country transferring Chinese-origin dual-use products to the named firms. The action was framed as a direct retaliation for the Pentagon's 1260H list additions targeting Chinese military-linked companies. Both MP Materials and USA Rare Earth stated publicly that they have largely severed supply ties with China, which limits the immediate operational impact. An analyst at Shanghai consultancy Tidal Wave Solutions noted that the orders may be difficult to enforce in practice and that many named companies have already begun de-risking their China supply chains.

The strategic signal matters more than the immediate commercial disruption. Beijing demonstrated it is willing to act selectively against individual Western rare earth developers, not just impose blanket export restrictions. Combined with the whistleblower mechanism and the entity listings in a single two-week window from June 22 to July 1, the policy posture is one of ratcheting pressure, not static deterrence. The message to Western supply chain developers is that qualification timelines, DOD contracts, and supply agreements are visible to Beijing and can be targeted.

On the Western supply chain side, two transactions signal institutional capital continuing to move into the sector. Energy Fuels (NYSE American: UUUU) announced the acquisition of German rare earth magnet maker Vacuumschmelze (VAC) in a deal valued at approximately $1.9 billion, announced June 23, 2026. The VAC acquisition represents the most significant downstream integration move by a Western miner in the current cycle. Separately, Shin-Etsu Chemical announced plans for a new domestic rare earths refinery in Fukui, Japan, as reported by Nikkei Asia on July 9, adding processing capacity outside China for the first time from one of the world's largest NdFeB magnet producers. Both moves are consistent with the qualification-timeline pressure I outlined in my July 2026 analysis of the dysprosium bottleneck: availability outside China is the binding constraint, not price.

Demand Fundamentals and Structural Deficit

BMI projects global NdPr oxide demand growth of 7.7% year-on-year in 2026, against supply growth of 7.4%. That 0.3 percentage point gap closes with a deficit, and BMI projects deficit conditions extending through 2030. Global EV sales are forecast at 22.9 million units in 2026, up 28% year-on-year. NdFeB permanent magnets, which consume the bulk of NdPr oxide produced, remain the only commercially viable solution for high-performance EV motors and wind turbine generators at the current production scale. There is no substitution pathway that changes the NdPr demand curve materially within this decade.

Ryan Castilloux, managing director of Adamas Intelligence, described the impact of MP Materials' reduced China shipments: "MP's shipments were a very material portion of NdPr oxide supply for China's factories, so that's left a big void." The comment is directionally significant: China's magnet factories, which account for roughly 90% of global NdFeB production, are absorbing a supply reduction from one of the two largest non-China NdPr producers at the same moment that MIIT quota volumes are static and enforcement is tightening.

SMM's own production data introduces an important qualification to the demand narrative. Part of the June and July order strength reflects precautionary stockpiling rather than confirmed production demand, and SMM flagged that output could pull back in subsequent months. Precautionary stocking in a tight market is self-reinforcing in the short term: buyers pull forward orders to secure supply, which tightens spot availability, which induces more precautionary buying. The correction risk is real if H2 EV production data from China and Europe underwhelms expectations, or if MIIT releases a quota that is materially larger than the market is pricing. Q2 aggregate EV production data from China and Europe remained pending as of the July assessment.

Key Levels to Watch and the Investment Case

The key price levels for the NdPr complex over the next four to six weeks are $133/kg on the alloy benchmark as the confirmed 2026 high and immediate support zone, and the CREIA July 14 range top of $140.79/kg as the near-term resistance. A close above $140/kg on the next SMM monthly assessment would signal continued momentum and push toward the prior all-time-high range near $165/kg that NdPr traded during the 2022 supply crisis. A break below $125/kg, the prior March peak, would indicate the rally is correcting and revert focus to the $109/kg June support level.

For terbium, the relevant reference points are $1,179/kg on the July 1 SMM print and $1,483/kg on the concurrent FOB assessment. The $303/kg domestic-to-FOB spread is a proxy for how much pricing power sits with Chinese exporters versus international buyers. Watch whether that spread widens or compresses as the November 10 suspension expiry approaches. A widening spread means export friction is increasing; a narrowing spread means either domestic prices are catching FOB or FOB has softened.

The investment case for long exposure in the NdPr complex rests on three concurrent conditions, all of which currently hold. First, the structural supply deficit is confirmed by two independent sources, SMM production data and BMI's forecast model, for a second consecutive year. Second, the MIIT H2 quota announcement, when it arrives, is more likely to disappoint expansionary hopes than to surprise with a volume increase, given the enforcement architecture Beijing has deployed around the existing quota envelope. Third, the November 10 expiry of the October 2025 export control suspension is now four months out, and the August booking window for Q4 heavy rare earth deliveries effectively closes in the next two to three weeks. Buyers who are not already covered for Q4 HRE volumes are operating with a shrinking calendar.

The primary risk to the long thesis is a quota announcement that materially exceeds the current market assumption of flat-to-modest increases, combined with a sequential deceleration in Chinese EV production data that undermines the demand side of the deficit calculation. A quota expansion of 15% or more from the H1 2026 level, if announced in August, would likely push NdPr alloy back toward the $109/kg June support within two to four weeks. The secondary risk is precautionary stocking unwind: if buyers who pulled forward Q3 orders reduce Q4 bookings proportionally, the demand signal normalizes and spot prices soften into the November policy reset. Position accordingly.
