Phalaborwa is processing 35 million tonnes of phosphogypsum, a byproduct of historic phosphate rock processing by the state-owned Foskor. The NdPr content of the Phalaborwa ore body runs at approximately 30% of the total rare earth oxide basket, materially above typical hard rock deposits. The project is designed for a 16-year operating life processing an average of 2.2 million tonnes of phosphogypsum per annum. Rainbow is targeting up to 90% renewable energy in extraction operations, which both reduces operating cost exposure to South Africa's Eskom grid pricing and strengthens the ESG credentials required for institutional and sovereign investment mandates. Supply Chain Context: 91% Chinese Refining Control and What That Buys Beijing

The IEA's April 2026 report put a hard number on China's structural position: 59% of global rare earth mining, 91% of refining capacity, and 94% of permanent magnet manufacturing. On the price side, NdPr oxide, dysprosium, and terbium spot and forward prices are the primary basket value drivers. Dysprosium and terbium in particular remain the highest-value elements in the Phalaborwa SEG-plus product and the least substitutable from a supply chain perspective given China's separation monopoly. Any further Chinese export control escalation after the current suspension expires is a direct catalyst for Phalaborwa's strategic value to the DFC, the Pentagon, and potential offtake partners. The IEA projects existing and announced capacities outside China will cover only around half of mining requirements and a quarter of refining needs by 2035. Phalaborwa is positioned to be one of a very small number of projects that close any part of that gap before the decade ends.
